POPCOM Region 10 Staff

This year, POPCOM has reached greater heights as it turns gold on February 19, 2019. POPCOM’s Golden Anniversary was celebrated on February 19-22, 2019 in Tagaytay City with the theme “POPCOM@50: Naglilingkod Tungo sa Planado at Maginhawang Pamilyang Pilipino.”

In 1967, seventeen (17) Heads of State including the Philippine President signed the United Nations Declaration on Population (UNDP) with this statement as quoted, “The Population problem must be recognized as a principal element in long-range planning if governments are to achieve their economic goals and fulfill the aspirations of their people.” This realization paved the way to the creation of the Philippine Population Commission in 1969 through Executive Order (EO) No. 71, and EO No. 233 which finally created the Commission on Population (POPCOM) with the mandate to serve as the central coordinating and policy-making body for population management.

“The Family Planning (FP) Program in the Philippines started with a Total Fertility Rate (TFR) of six (6) children per woman in 1969, and lately, is reduced to 2.7 percent. POPCOM’s focus remains on family formation, the status of women and fertility reduction. We aimed for the best and brightest future for all generations. POPCOM regions throughout the country stand ready to serve for the next 50 years. That fertility issues be closed with couples who hold on their rights for a better life, and said rights are protected by people like us.” Thus said Dr. Juan Antonio A. Perez III, Undersecretary of POPCOM.

The highlight of the 50th anniversary celebration of POPCOM was the four-day event which was participated by POPCOM personnel from the Central Office (CO) and Regional Offices (ROs) and former POPCOM employees and retirees. The opening program was done in POPCOM CO. It started with a parade around CO grounds where 17 ROs depicted the five decades of POPCOM from 1969-2019. Special guests who gave inspirational messages were former POPCOM Executive Director – Ms. Cecile Joaquin-Yasay; Hon. Queenie Gonzales of LGU Mandaluyong City; and Usec Jose Miguel Dela Rosa of the National Economic and Development Authority (NEDA).

The affair also featured the milestones and gains the Commission has achieved over the last 50 years. The event showcased the launch of POPCOM’s five (5) decades of existence. Photo exhibits of the regional offices’ good practices displayed in Tagaytay International Convention Center (TICC). Usec. Perez presented the updates of the Population Management Program and Policy Directions to ensure technical and administrative support in the implementation of key strategies in strengthening the National Program on Family Planning (NPFP).

The undertaking fostered camaraderie and teamwork through the “Meet Up with POPCOM CO and ROs Counterpart”, and team building activities such as basketball, volleyball and parlor games. Fellowship night culminated in the four-day event where POPCOM Got Talent (PGT) and awarding of winners were done. Team 5, composed of POPCOM Region-X, NCR and CAR, got the first place in POPCOM Trivia. At the same time, POPCOM-X together with POPCOM ROs Vll and lX garnered 2nd place in Basketball. In male category individual shoot out, POPCOM-X got 1ST played by Regional Director Jeremias C. Gupit himself. While in the female category, the white team composed of ROs X, Vlll and lX won 2nd. POPCOM-X was also recognized for being the most outstanding region in complying with government rules and regulations, incurring no audit observations and disallowances for the last 3 years. Certificates of Recognition and Cash Prizes were given to the winners. Plaques and Certificates were also given to retired POPCOM officials and employees
