To ensure that DILG Memorandum Circular 2017-085 is effectively and efficiently implemented at the local levels, the Commission on Population Region 10 and the Department of Interior and Local Government (DILG) Region 10 have inked a partnership to orient one hundred (100) Local Government Operation Officers (LGOOs) in the region on November 14, 2017 (1st batch) and November 21 (2nd batch). The orientation aims to enhance the understanding of LGOOs on Republic Act No. 10354 or the RPRH Law and other issuances supporting the implementation of the law specifically on the salient points of DILG Memorandum Circular No. 2017-085. Upon returning to their respective area of assignments, the LGOOs are to facilitate the issuance of two Executive Orders and the passage of a Local Ordinance namely:

  1. Executive Order directing the Local Population Office or Population Officer Designate to institutionalize the conduct of the following demand-generation activities (RPFP Sessions, KATROPA Sessions, ASRH Sessions, LPPED Sessions) and training and mobilization of Barangay Population Volunteers for home visits;
  2. Executive Order for the creation and organization of the Provincial/City/Municipal Implementation Team with the Local Population Office or Population Officer-Designated as the secretariat. On this score, DOH-X thru Ms. Fe Sumagpao during the recently conducted 4th Quarter RIT Meeting has committed the inclusion from their own budget the related costs in the organization of the PIT/CIT/MIT.
  3. Local Ordinance to fund the demand-generation activities and mobilization of BPVs.
