The Commission on Population Region 10 provides 345 sets of RP-RH Law (RA 10354) briefer to program stakeholders and local government units (LGUs). The provision of briefer aims to inform and educate them on RPRH law.

RA10354 is landmark legislation aimed at protecting, promoting, and fulfilling women’s reproductive health and rights by accelerating the provision/delivery of and access to reproductive health care services and information.

The RPRH law briefer has two (2) types namely, Planning, Monitoring, and Evaluation Guide (PMEG) and Primer for Local Implementers (PLI)

PMEG is a policy and strategy guidebook to accelerate access to reproductive health (RH) care services and information. It provides detailed information on how to craft Work and Financial Plan (WFP) and monitoring system for a fast and smooth implementation of RH care services in the area.

PLI provides brief information on RP-RH law. It answers frequently asked questions (FAQs) about responsible parenthood and reproductive health, roles, and functions of local government units on implementing RP-RH law, integration of sexuality and reproductive health topics in the school curriculum, service delivery networks (SDN), conscientious objectors, and others.

The provision of RP-RH law briefer is under the Philippine Population Management Program (PPMP) of POPCOM-10.

According to Director Omega, population issues like high fertility rate, low contraceptive prevalence rate, increased numbers of teenage pregnancy, and proliferation of STI, HIV, and AIDS cannot be addressed by one or two agencies only. “These problems need a collaborative solution”, he added.

“Implementing our population programs at the local level will be much smoother if we get the full support of the local chief executives (LCEs) and program stakeholders. We believe that by providing the correct information on RPRH law, our LCEs and program stakeholders will give a nod on implementing our population programs”, POPCOM-10 OIC, Regional Director Neil Aldrin G. Omega said.
