THE Commission on Population (Popcom 10) in Northern Mindanao celebrated the second birthday of the region’s six symbolic 100 millionth babies in a fast food chain here at Limketkai Mall Wednesday morning, July 27.

Jeremias Gupit, Popcom regional director said this year’s birthday bash highlights the status of the symbolic babies’ health and nutrition for the past two years.

“Ang atong katuyo-an niin aron unta ma-focus ang attention ug masabtan sa atong katawhan ang tinguha nga ang pag-look after sa atong mga bata magsugod bisan anaa pa siya sa tiyan sa iyang mama ug hangtod sa 1000 days. Gitutukan nato kini nga particular time because this stage is considered the make or break stage sa bata, and sa atong part, aron mahatagan sila sa saktong panerbisyo sa ilang panglawas,” Gupit said.

First things first! Unahin muna natin ang pagpaparehistro mula July 15 hanggang July 30, 2016 para sa SK at Barangay Elections.

  • Ang Registration para sa SK at Barangay Election ay magaganap mula July 15-30 2016 (kasama ang Linggo at Sabado) sa tanggapan ng Election Officer ng City/Municipality kung saan ka naninirahan. Mula 8:00 am – 5:00 pm ang oras ng pagpaparehistro.
  • Kukunin pa rin ang inyong Biometrics sa pagpaparehistro.
  • Ang SK at Barangay Elections ay magaganap sa October 31, 2016

Sino ang qualified magparehistro para sa SK Election?

  • At least 15 but not more than 30 years of age sa araw ng election (October 31, 2016)
  • Naninirahan sa barangay for at least six (6) months sa araw ng election (October 31, 2016)

Tandaan! Kung ang mga naunang 2 qualifications ay hindi nyo pa maaabot sa period ng registration pero itoy inyo nang maaabot sa araw ng election, kayo ay maari nang magparehistro para maka-boto sa October 31, 2016.

  • Not disqualified by law

Tandaan! Registered voters as of May 9, 2016 national and local elections and those who will register for the barangay election who are 18 but not more than 30 years old on or before October 31, 2016 shall be included in the list of voters for the KK.

  • Para sa KK registrations (15-17), ang mga aplikante ay kailangang I- accomplish ang prescribed application registration form (CEF-1A).
  • Ang mga application for registration forms ay maaring ma-download sa comelec website – I-print sa long bond paper at I-fill out (3 copies)

Tandaan! Magdala ng anumang valid ID o iba pang dokumento na makakapagpatunay na ikaw ay naninirahan sa lugar kung saan ka magpaparehistro.
Tandaan! Kung ikaw ay nakapagparehistro nuong nakaraang SK registration (2014) subalit di nakapagparehistro para sa May 9 National Elections ay kinakailangang mo pa ring magparehistro ngayong July 15-30.


Following the passage into law of the Republic Act 10742 otherwise known as “Sangguniang Kabataan Reform Act of 2015” last January 15, the National Youth Commission takes great pride for the final approval of the Implementing Rules and Regulations (IRR) of the said SK Reform Act 2016 which primarily aims to introduce and institutionalize significant reforms in the Sangguniang Kabataan as a potent political force in local governance.

As mandated under the said law, the Implementing Rules and Regulations (IRR) was formulated by seven (7) government agencies namely, Department of Interior and Local Government (DILG), Department of Education (DepEd), Commission on Higher Education (CHED), Commission on Audit (COA), Department of Budget and Management (DBM), Commission on Elections (COMELEC) and the National Youth Commission (NYC) taking the lead in conducting series of consultations with various youth serving organizations in some key areas nationwide which commenced last year to March of 2016. Furthermore, the Union of Local Authorities of the Philippines (ULAP), National Economic and Development Authority (NEDA), Council for the Welfare of Children (CWC) and the United Nations Population Fund (UNFPA) were also present during the Interagency Writeshop conducted.

The SK Reform Law will take off its full implementation after fifteen (15) days of publication of the IRR of the SK Reform Act in the Official Gazette of the Philippines in time for the preparation for the SK Registration and Election this October 2016.

Gender sensitivity orientation was conducted on July 5, 2016 at the Function Hall of Northern Mindanao Medical Center (NMMC). This activity was organized by the administrators of NMMC as part of the agency’s gender and development (GAD) program.

Eleven batches were set for this year and the program will run until December 2016. The GAD of NMMC aims to educate all its staff and workers about gender and development and this sensitivity orientation is first step towards more GAD programs and projects in the years to come.
